There's lots of low hanging fruit. Installing some basic bike lanes would be technically easy and cheap. Likewise, crosswalks at major intersections would be a step in the right direction, as well as eliminating minimum parking requirements inside the old urban core near the Amtrak station.
None of this is going to happen though because the town is broke and is full of carbrained old boomers who can't imagine living any other way.
