Yes. Provided you fly slow enough you could benefit from the ground effect without suffering too much from drag. In fact that kind of vehicle already exists. It's called a A ground-effect vehicle / Ekranoplan. The smallest are car-sized rather than motorcycle-sized though. They are not widespread because their usefulness is extremely limited to ultra-niche uses.
