Even if you don't want the rise, it allows a slammed stem, which also looks better.
I like the old 520-560mm mtb flat bars, and some of them are extremely light, but i like them on aggressive minimalist street bikes with parallel stems, especially SS, which is actually what those bars are now made and marketed for.
That bar in your pic is not a mtb bar. Nitto make a really gorgeous mtb bar but that one is a much more common and cheaper fixiefag bar (480-520). With the rise you wouldn't even fit some controls on it.
