The roads and most of the major trails are plowed quickly after a storm. If a bicycle is your only form of transportation and being stuck at home for a day at a time a few times a year would be a really big deal, then depending on your bike you'd potentially want a set of winter tires or an old rigid mtb or something for those few snowstorm days. But that's true in any city that is far enough north to get any snow.
That said, there are plenty of places in the Twin Cities that would be a lot of fun on a fat bike. The River Bottoms, various other off-road/mountain bike trails, and the few paves trails that don't get plowed.
I ride my OTS here in the middle of winter with 28mm Paselas and it does fine.
