Yes, its possible. The problem is that you can only use parts that will fit on that paperwork, like engines or frame. Pollution class is avoided by marking it as a EV, or by copying what the parts are for normal gasoline.
Insurance is a different issue. Value is simple to calculate, its roughly parts + man hours. But insurance level isn't, so it will barely be more expensive to insure(for accidents).
