Company that owned the land since the Meiji Period didn't want to sell the land to the expressway company. They also wanted to redevelop the land. Which they couldn't at first because the expressway was already planned to go through that land. So after a couple years. They compromised on the expressway going through the building.
the expressway doesn't make contact with the building. it is the tenants for floors 5-7. Only elevators, stairs, and machinery pass through those floors.
