You have to consider that the land on which Almere is built is a polder constructed in a lake which was part of the North Sea until the 60's, so the city was built entirely from scract in the 70s and seperating bus trafic was not a "project" that had to be undertaken but a decision made during the planning of the city's road map. The main reason for this was that, as usual for modern Dutch urban areas, cars were going to have a secondary role after the bike which translates to roads being small and curvy with lots of dead ends, bike lanes being the only fast, straight connections between the different neighborhoods. Buses would be painfully slow having to follow those "discouraging" roads circling around parks and ponts, so on top of a road network and a bike lanes network, a third network was constructed to be used by buses and ambulances/police etc. Even though the curves are designed to allow tram operation in the future, this wouldn't make sense now because it's mostly small 1-family-houses spread over a large area leaving most of the stops pretty quiet after rush our.
Tldr; it's not a meme rapid transit system, but just regular buses as they look like in an environment that is actually designed around public transport + bike in stead of cages.
