You just have to train appropriately, for example do a sprint or climb at max effort, and then pause before you max out your heart rate. You could repeat this like doing sets in a gym. I suppose it's not that common to train like this and strength gains on a bike happen more naturally, depending on terrain and the desired level of effort, while gym training is a more controlled environment to do it.
