Basically, you need to keep bugging legislators until they take notice of something (It's always been like this).
Getting the media to run stories on it actually makes this happen much quicker, so try tipping off local journalists on the issue and/or writing Op-Eds in local news publications, and spread the word about the problem and what the solution should be around local community pages
Depending on how funding for transit police is given, by local funding or through the state, it would mean proposing policy to increase that funding, likely under the appeal of improving the safety of transit ridership.
This doesn't matter to you though, because you don't want an answer. You want something that neatly fits into your oversimplified understanding of political process in the United States.
