Here in Germany pretty much every city will have things named after non-Germans, like Kennedy, Juri Gagarin, Edison, Salvador Allende, Eisenhower or Ghandi. Look at this quarter at the outskirts of Berlin that's just named canadian things for no particular reason.
Anyway, if you look at Gare Rosa Parks in particular, you'll find that in its vicinity are places and things named after french artists and resistance members, as well as artists and dissidents from all over the world (Cesária Évora, Lounès Matoub, Tristan Tzara etc), so it fits quite neatly.
