That would require several building owners to cooperate on one structure to be feasible. Parking decks are over $35,000/space. But these parking lots were made piecemeal, one lot at a time.

So making new parking lots never once made sense for the property owners, but the government forced them to. Parking minimums will be remembered as one of the stupid policies in American history.
