The only time when developers are defeated is areas with a ton of well-moneyed resistance (like the "Ashby Tower" project in Houston) and even then, it's "what the people want". The YIMBY/NIMBY dichotomy depends on what project it is, opposing a light rail project in the area makes you some sort of mass transit-hating villain, while opposing a freeway widening project in the area is "grassroots opposition".
