Car drivers always come to a stop (black dots) a full length past the stop sign (red dots), and they're exclusively looking to their left (for oncoming car traffic on the one-way street).
You're supposed to stop at the sign, then creep forward. In practice, the red dots are where drivers start hitting the brakes.
The reduced visibility means "parking sheltered" bike lanes are absolute garbage.
