This one was likely dipped in an anodizing bath for the blue, masked with wax or something to block the acid (to get that liquid look), put back in the bath until the whole thing was pink, then the back half was sprayed black with a fade, than the wax was removed.
Many steps involving some tight controls, but it is possible. Not sure how it's stayed bright for so long. Possible it's been in a box the whole time, or maybe a very thin clear coat, which might not block the pink and blue as much as other colors.
