I wonder if the entire Baltimore light rail counts. Miles of tracks in the urban core and its underutilized and doesn't even connect up with any other rail lines outside one spur that's out of the way.

Baltimore transportation is so disjointed and disconnected, it actually impacts any hope of revitalizing large parts of the city. Even if you live directly on a Metro Subway line or Light Rail line, there's no guarantee it's going your way and the wait times are a real pain in the ass.
This is a shame too. Baltimore could easily be one of the most transit and walk-friendly cities in America. DC gets this (even if the Maryland suburbs are behind Virginia). Baltimore has gotta catch up.
