Now we're stuck in HSR development hell. We don't need HSR, only the extra tracks to quite simply fit more trains because the only thing holding ridership down is the maximum traincount.
Gothenburg has its offender (Västlänken) which needs to be built to force the infrastructure agency to double or quad-track the surrounding railroads. But that place is floating on mud so it's expensive as hell.
Only then can one hope that middle-of-nowhere spurs get love.
