Iraq we're more or less friendly with (minus ISIS etc) because we invaded them in order to strategically secure those reserves. Kuwait is mostly fine with the west although they've been smart and have also been playing China. I think they'd stay neutral and both the west and China would treat them amicably just to ensure they both have a reliable source, even if we must split it.
Russia has a lot but after they failed to invade Ukraine, they don't matter. That place is doomed after their failed invasion and it's only a matter of time before they start to implode from the economic and social collapse that will follow. They're going to be so desperate that they'll sell off all that oil just to keep people from starving. UAE is okay, we tend to get along. Libya we already took care of in 2011...the ongoing Libyan Crisis following the two civil wars since 2011 will weaken them so much that our oil companies can just throw them sacks of cash and/or guns for oil while they fight about whatever the Muslim god is. The Nubian Sandstone Aquifer will also be super valuable as we enter the Mad Max era.
As for the rest of the countries...with a couple exceptions, they all mostly lean more towards the west. At least for security, which is what matters. China is still so insignificant...they barely have a blue water navy which is what a superpower needs.
The rest of your points are worrying, though. Fucked up weather will start causing wildfires, droughts, hurricanes, floods etc that will fuck up our agriculture needs as a species. However we'll be mostly fine here in the developed world...we can just ass rape the undeveloped world some more, as we always have. And it'll likely mean better investments in transit and stuff to compensate.
