i was trying to get it to pivot smoothly around the mounting bolt

https://www.youtube.com/watch?v=bgiNuJNynMcmy pathetic little vice was too smoll to press the bolt out so i had to hammer it out into a socket. That worked.
The derailer bolt is badly corroded though. I followed his instructions, cleaned it, lubed, and got it back together (a struggle) and it pivots now and springs back but really not smoothly enough. It binds a bit if you push the body forward too and the bolt doesn't turn totally freely it's still a bit stiff.
I think the corrosion on the bolt and the sleeve it goes into was very bad and i have to take it out again and sand it off or something. I did clean the grit out but i didn't get the corrosion off.
