These restrictions can relate to taxes, or societal responsibilities. For example Jehovah's Witnesses are exempt from certain responsibility but it's almost impossible to get the same exemptions from a more obscure form of spirituality. Another example would be the consumption of plant medicines and their prohibition. For all intents and purposes spirituality and religion is largely suppressed by nation states and their respective cultural conservatives. Another aspect is the worship of institutional experts as a priest class and the cult following they cultivate.
Allowing people to freely congregate and practice their own spiritual practices would help them connect to their own higher power without relying on the state as the highest authority. This may seem detrimental to society, however it would relieve tensions and provide a second layer of morality to offset the negatives aspects of human nature, especially with regards to institutional corruption.
Terrorism is largely a symptom of empire. When desperate people are backed into a corner they tend to blow themselves up. An example is Vladimir Putin. Giving people acceptable alternatives to total domination is the only scalable solution.
