Anons already provided the answer, good quality waterproof clothing, there are plenty of options out there that are ideal for cycling, lightweight, breathable, suitable as over garments or to be worn exclusively, aerodynamically plausible and practical. I'm not sure why people are still searching for an alternative, the problem has been solved, your bikes going to get wet no matter what, as long as you store it in a shelter of some kind and service it regularly water isn't going to do any harm, so if this is about keeping the rider dry why not just dress for the conditions? I don't see thread asking for massive fans to fitted to bikes to keep riders cool on dry hot days, so why the need for bizarre contraptions when it rains? What's so frightening about a bit of water on your face?
