those are meant to be reused and just slide in new pads.
otherwise no, toss them.
keeping hardware is a good idea imo, but just throwing it in a pile forever is hoarding. you're never going to find it again that way and the pile takes over all your space. so get like a little tackle box and put bike hardware in the little dividers. after you have a couple sets of any one thing, you don't need to save anymore at least until you use the thing on a bike. if you're super enviro you can put extra stuff in a jar for steel or alu and take stuff to the scrap metal place periodically but that's borderline. if you're too lazy to actually go, then you've become a hoarder.
tl;dr don't just save out of environmental or consumer guilt, that's hoarding and it will take over your life
