In any case, I looked up current public transit in Jaen and not surprisingly it's a clusterfuck of no less than NINETEEN bus lines, of which only two have a frequency of less than 30 minutes, and many run hourly. And many of those bus lines have terrible convoluted layouts. I don't know what kind of retardation goes on in Spain that such bus systems are common in small towns.
Instead of that I here propose a much more efficient bus layout with just four lines covering most of the town. If additional coverage were needed for people who can't walk 500 meters it should be done with on demand minibus services. The norther part of the yellow line ought to be operated as a loop in just one direction, and without regulatory stop, that can be done at the other end of the line.
All lines meet at the train station, this is literally small-town-bus-system 101, as the train station is THE most essential destination for local public transit.
Jaen really is a bit too small a city for a tram, desite having 110.000 inhabitants. It's too compact, and a large part of the city center isn't even really accessible to the tram. In such small towns I believe trams make more sense if they can reach nearby towns, but in this case there don't appear to be any sizeable towns in the immediate vicinity.
