Public transit has a high threshhold for quality to be good enough, that it's competitive with a car. I like public transit but I've also known it to be inredibly frustrating if it's not good enough. Adding to that, that most cities in the world, with or without decent public transit, usually have very well built out roadway systems.
So often you just end up with cars being more convenient, and public transit just used by the captive demand. While actually improving it to a level where it would be close to the convenience of a car is prohibitively expensive.
