SRAM is based. Not sure what you mean by sram disc though. You'll need to make sure you have wide enough clearance between your fork blades, seat stays, and chain stays to accomodate the tire width you want (that is, make sure the new tires won't be so wide that they rub on the frame or fork).
You'll need the same diameter as you currently have (which on the TCX, if I'm not mistaken, is 700c which is also known as 29").
As for width, you may or may not be able to use the same wheels. Reference pic related. (your rim width is probably labeled on your wheels)

Your rim should be labelled somewhere with its width. Pic related is a bit conservative so if you want to push it you could probably go a little outside of what the chart recommends, but if you go too far in either direction you're at risk of the tire coming off the rim.

In general, there is no rim width that will accomodate both 23mm and 38mm tires.
If by 'solid core' you mean those new meme tires that are solid foam and use neither tubes nor sealant, then I don't know anything about them or how they stay on the wheel so I won't give a definite answer, but I wouldn't expect a tire that narrow to securely stay on a rim that is compatible with 38mm tires.

Is it that your old wheels are narrower than you want, or your old tires? Either way, you may be able to go wider, it really depends on the frame. Wider wheels generally won't be a problem, wider tires may be. Look at how much clearance you current have. Look in all 3 spots of course: Clearence between the forkblades for the front wheel, clearance between the seatstays for the rear wheel, and clearance between the chainstays for the rear wheel. We really can't make that determination for you, just look at how much clearance you've got and make the determination yourself if you can go with a tire that's a few mm wider. Be aware that tire width may vary slightly from one manufacturer to another or one model to another even if they're labeled as the same size, and also that your wheel's rim width will have a little bit of an effect on the tire's width when mounted and inflated. These will be pretty small differences though.
Refer to pic related when determining if a given wheel will work with a given tire.
If you are still in doubt, bring your bike to a local bike shop so you can get a second opinion from someone who can see your bike in person. Or if you really want, post closeups of the tires in the frame right now to get our opinion on if you can go wider, but really since you can see it in person you are likely a better judge of that than us.

What specifically are you concerned about? Your bike being stolen when you park it? Getting mugged while you're on your bike? Something else?

Salsa Vaya would be my first pick. It's a cyclocross-style light touring bike. One of the most fun bikes I've ever ridden, and I've ridden a lot of bikes.

Definitely not. Weight, bob, maintenance, etc and no advantages whatsoever. Suspension belongs on mountain bikes, nothing else.
Steel is nicer than alu unless weight is your highest priority but alu is fine.
If you're concerned about an alu bike being less comfortable than steel and you want suspension to make up for it, you're doing it wrong. An alu bike with a sus fork is going to be heavier, less efficient, and no more comfortable.than a rigid steel bike.
If you want comfiness, ride steel and if it's still not comfy enough, ride at lower pressure and/or slightly wider tires.
