Yes. Drop bars are popular because people like the way they look. Bullhorns already have them beat speedwise, and while drop bars offer a lot of hand positions, none of then are particularly ergonomic.
They used to make bicycles that werent full on roadbikes with their ultra tight geometry, but they also weren't heavy ass slack roadsters you see in the poorer countries. They were light sport- touring bicycles and they all had the most superior north road bars. By and far the most comfortable "upright" bicycle design ever made.
