I wouldn't consider it a PEV, especially if your commuting involves non flat roads or non perfectly paved.
I was planning to buy it as well, to experience something different than an EUC.
Sadly I found the OW is ridden with worse-than-Apple crippling to avoid even the slightest hack.
I'm never in for hacking/upgrading, but I would be quite upset if a small bump made the firmware brick it as a countermeasure to battery fiddling (yes, it happened).
I had my EUC rim serviced with no problems, you need to ship the OW to its manufacturer even for a flat tire. And that's supremely bad.
I'm now considering a 4WD Backfire Hammer Sledge.
