The fender eyelets are level with the smallest cog so on the driveside an ordinary bolt will interfere with the chain. A flat headed screw will give enough space.
Thinking about it if I’m not fussed about using the smallest cog I could just set the limit screws and forgot about it, especially if I’m going to be fully loaded.
I’ve heard of ordinary bolts breaking whilst touring and assumed a flat headed screw would probably snap under weight.
