This system has been in development in Germany since the 1960's and has been extensively tested there since 1991. In 2000, it was finally ready for commercial use and the Shanghai airport happened to be the first customer to order an implementation. The technology is still owned and developed by Transrapid, a joint venture of the German corporations Siemens and ThyssenKrupp. Calling those trains "Chinese engineering" is as if I would call Apple "Italian engineering" because I'm Italian and own an iPhone.
