There's so many in mine that they've got a whole micro economy going that functions almost entirely on trading/selling stolen bikes & parts. 2 years ago I had a druggie neighbour who fenced stolen merchandise. He had 7 to 9 mountain bikes on his balcony next to mine, and another 4 to 6 bikes in a storage unit we each have in my building. And his "inventory" changed weekly.
Until we kill drug dealers, we'll never get a handle on the problem. :-(
(guy in attached pic is known to my local RCMP detachment & has an extensive record for property theft. He looks at the bike, puts his down, then takes off with the one leaning up against the retaining wall).
