if you keep car priority to a minimum it will be so expensive and impractical to use that only people who really need to will use it, or richfags who want to show off but instead just take longer to go places than people using public transit.
Zurich is god tier in this regard. Cars are fine, it's just frustrating as fuck to go everywhere by car, so unless you really have to, you'll avoid it. But there's no toll to enter the city or anything, you only pay for parking if you use public parking. Traffic is also kept to a minimum this way and distribution and other services have less traffic to deal with than in other cities. They don't get around very fast, but with generally predictable travel times.
However some small areas are barred to cars, like main tram interchanges. Mainly for practical reasons, as there's no space left for cars there. They just have to take a detour. Taxis and service vehicles are allowed tho.
