most bikes are between 13 and 15 kg, anything lighter is somewhat unusual
bikes under 13 kg tend to be a bit more twitchy and finicky anyway

there are ways to adjust rim brakes to compensate for a buckled rim, but its less than ideal
disk brakes can be bent back into shape if they are warped, with calliper aliment being the most important adjustment aside from pad depth

and of course the chain may be worn out, should be obvious by how well the chain sits on the largest chain ring
harder to check is wear on free-wheels and cassette sprockets, they are the first part to be affected by a badly worn chain
