Second of all - you are not equalizing for the extra width of the 11 speed cassette - which makes your setup kind of odd - 28 can be freely used with more gears then you allow, but by the same token, 34 should disallow more cogs.
If we use the aforementioned gear calculator we get - pic related. You get 16 usable gears on 2x11 and 20 on 3x8 if every factor is equalized.
