I think there was a time when the whole Bergen Neck in NJ was considered to be annexed by NYC or something. It's also connected to NYC by subway (the PATH), so it is an NYC metro area and an extension of the Manhattan financial district. With that said, I know people who have "moved to a loft in the city" and that means they work for a corporation in Jersey City and live there or Hoboken.
If you mean culturally, it is considered New Jersey entirely. The truth is that the main city of NJ is either Philadelphia or New York City depending on if you live in the north or the south. All the train lines go into NYC because much of NJ is suburban commuter towns for either Philadelphia or NYC. But Jersey City also has bank towers and whatnot, and NJ itself is filled with office parks... so, Jersey City is both part of NYC, separated by the gigantic Hudson River, and culturally just what the rest of north NJ is like.
