Pre-ww2 national rail network with very few changes litterally caters better to the city's needs than the tram does. (but Trapani-Airport line has been closed since 5 years to build a single additional track to the preexisting one, they also really wanted to make the whole thing fully grade-separated even if it only crossed pretty minor roads)
They also want to lay exclusive RoW tram tracks on the city centre roads that really get as bad as /american transit meme/ even at 1AM.
