The Helsinki municipality by itself is 650k or whatever it is now. It's a similar situation in Stockholm or Copenhagen, although their municipalities are much smaller and more numerous. I think as a result they have better teamwork across the city when it comes to zoning and stuff. The ones in Helsinki are so large that they have more pull and don't always really operate as an unit with the other ones. Like it took 30 years to expand the metro westward, because the municipality west of Helsinki didn't want it. So it used to just end near the centre, and the western leg only started operating in 2016
