for chain tension, what works for me is i have my thumbs against the track ends and pull the nuts back with fingers (i don't need a particularly slack chain as my litepro chainring, phil wood cog and kmc e1 ept chain have good tolerances) while centering the wheel (aiming the tire against the seat tube) and tightening both nuts as tight as i can with my fingers, then i gently tighten the nuts with my wrench starting with the non drive side (if i tighten the drive side first, it seems to creep forward so the wheel goes off center against the seat tube)
