there's obviously street art that's really high effort like in your pic that almost anyone would appreciate but most stuff is atleast trying to look good and it's still in the graffiti style i don't even particuraly like the aesthetic but i respect it. also when they're poor and doing it illegally it's not easy to do something really good because they don't have time or many colours.
also bad art is a necessary byproduct of good art.
