It's built into the derailleur. There is the "dropout saver" option which I mentioned, where you basically drill out the hole wider, then you put in pic related (the "dropout saver"), with that hexagonal part being on the inside of the frame. Then you screw your derailleur into the dropout saver. But it requires drilling out your frame. I'd have to buy the right drill bit first. And I'd rather not butcher the frame. And the hexagonal bit protrudes, so it can interfere with the chain when you're on the smallest cog. Apparently you can use a spacer but would that even be good for the frame, stretching it apart like that? Dunno.
