That's of course if both are 700c.
Taller seat tube is obviously better for longer leg bros. Shorter chain stay is better for quicker movements on tighter roads/trails.
If the tire is closer to the downtube that means it could have a steeper head tube angle, or different rake/trail measurements which can change the ease at which the bike turns in, or prefers to go straight.
However this is all visual and I can be wrong.
Sloopy top tubes are better for people with shorter inseams, or who like the look.
My short legged friend had a trek fuel that had a dip in the top tube but he still would nick it with his shoes.
