Pads and cables are looking good now.If your rims spin straight and are made of aluminum they're probably fine.. Upgrading wheels is more of a performance thing and matters less than people believe.. I think panaracer paselas are going to be the best tires for your money. the schwalbe marathon will have good puncture protection but have a harsh ride. There isn't a high end tire available for 27" that I've heard of. Your bike will fit 700c wheels if you do want to upgrade
I think the bike is worth upgrading over time if you use it regularly.
You could upgrade to bar end shifters and get Shimano r400 levers to match the look.. But if you want to really upgrade the sky is the limit... Could get STIs and a new drivetrain. The bike frame is just one part of the bike, so if you get good upgrade stuff you can always transfer it to the next frame
The other Anon isn't really wrong though, if you're going all out on upgrades you could just go but a brand new bike and probably end up with a better deal.
Personally I would add paselas and see if there was a cheap Microsoft STI lever that would work with it so I could remove the turkey levers and stem shifters... Might not last long compared to bar end but would be fun to have
