In fact I would assume in my head that a 'commuter' would be like a touring bike- wide gearing to get up hills and a decent sized big ring so you can pedal slow and gofastTM. Maybe the holes to put fenders on. Maybe having non-quickchange seatpost and non Quick-release wheels.
Other than that it's pretty flexible. I think they call them commuters because 'hybrid' has fallen out of fashion in the bike world plus it could be a comfort/cruiser hybrid like the Giant Cypress or a hybrid fixed mtb/roadie.
I noticed a lot of bike descriptions are marketing and you can best figure out it's uses by looking at the gearing and tires.
