I lived in Austin for a while and saw that things were rapidly expanding south with new development, and traffic increased on I-35 even when there was no new lanes...because the demand increased whether or not highways were being expanded.
If any there's evidence that hare-brained urbanist plans are not working anywhere there will always be some sort of lame excuse:
>it's because there wasn't mass transit>it's because there wasn't ENOUGH mass transit>it's because single-family homes still exist in the urban area>it's because single-family homes aren't taxed out of existence>it's because bike lanes are built wrong>it's because bike lanes don't have total grade separation>it's because roads are too wide>it's because roads are too fast>it's because parking minimums>it's because of zoningetc.
