I lived in Austin for a while and saw that things were rapidly expanding south with new development, and traffic increased on I-35 even when there was no new lanes...because the demand increased whether or not highways were being expanded.
If any there's evidence that hare-brained urbanist plans are not working anywhere there will always be some sort of lame excuse:
