A few years ago I helped a friend make some diy ones, and it might have been $100 for materials, not skimping on anything. Browse ebay for "bicycle led spoke programmable", something like that. (It's likely all China stuff though.)

And pretty often they'll catch me when I'm stopped at the next light, try to give me the 'unsafe' lecture. It always boils down to the same few things: either they don't trust themselves (their bike control, their reaction times), or they don't trust their bike (cheap parts, or it was serviced by someone else).
