For certain salaries, it's counted as West Germany, for others it's counted as East Germany and in some professions, Berlin is on its own, separate to everything else. There are also certain professions where the minimum wage is set federally.
But I have heard that the BVG are negotiating with workers who are threatening strike action? I think? Not sure, I heard bits and pieces about it from r/de.
