Not wanting "scum from the city" is a common reason for suburbs to be against new tram/subway lines. If all that scum happens to be black then that's how it is. That the whites are partly to blame for those blacks being criminals isn't relevant here. It's a bunch of black criminals and you don't want them in your town. period.
