to -fix- it, there is an actual tool, pic rel, though it's very rare.
Most people just put a big pipe in the head tube and bend it without the extra bit. You can do that in reverse.
You should also ask around. I bet a tonne of bike nerds have a very nice frame which is bent and kill like this that they can't quite bring themselves to throw away. I have one lol. I'd give it to you.
