Make fun of me all you want for being a manlet but I'm a 5'6" human with a 30" inseam and ride a 52cm with a slammed stem on an already aggressive frameset because I have an abnormally long wingspan of 5'8". The standover of my track frameset is 30" and I could easily ride a bike with a 31 or even 32 standover but 30 is comfortable. In your case, I would consider standover as much as reach, with reach being a higher priority as long as you can kinda clear standover. You'd also need to consider your torso length.
To give it to you straight, your proportions are quite far from the average tall person so any bike that fits your legs, will need a longer stem to accommodate your long torso and arms but that's no problem later. It'll just be difficult (and expensive) at first as you'll need to try several sizes, stem lengths, and handlebar configurations before you find your ideal fit but when you do, you then know how to modify any future ride to fit your body. You can also go to a professional fitter but that'll also be expensive and he won't know the pain you feel while riding (abnormal riding pain is a case of bad fit)
Every human is unique and sized differently, every ideal bike would be unique and sized differently.
