Considering that, trucks are really the only thing road engineers have to really take into account, and a mass of bicyclists is a vanishingly negligible factor compared to a single car.
Actually, trucks should be taken off the roads and their soft tarmac, and be replaced with trains (or cargo trams, hah) where feasible. Road maintenance costs would drop dramatically, although the elements will still inevitably collect their due (although, not too much in comparison).
