Assuming the tire is a perfect torus/donut shape:
Volume = 2 pi^2 R r^2
R = radius of wheel measured to the center (not edge) of the tire
r = radius of tire cross section
Change in wheel radius is negligible. Change in tire size from 23 to 28 gives a ~50% increase in volume, changing from 32 to 35 gives a ~20% increase. Change in total amount of air needs to factor in the difference in air pressure, so for example if you drop from 120 psi to 90 psi after going from 23mm to 28mm, the amount of air increases by 90/120 * 1.5 = 12%.
Why the total amount of air in the tire matters is another question.
