Over here we settled on 2.5 m/2.3 m as the minimum width of a footpath (formally, in reality there are uncountable exceptions). This allows two people to pass without any restriction of their movement, as well as the passsage of two wheelchairs or buggies. It also accounts for other uses of the sidepath, like for signposts or bins. I personally find anything less wide a pain, since every inch of a footpath like that is so important that even plants not being cut back properly can make it pretty much unusable.
